“There was no discussion of the ESM, it was not the subject of this debate,” Meloni told reporters at the end of the European Council meeting in the Belgian capital.

The European Union has agreed on the need to earmark more resources for migrants, Premier Giorgia Meloni said at the end of an EU summit in Brussels Friday.

In any case, “the issue of this instrument cannot be addressed if the framework isn’t clear” she continued, reiterating the her position that the rules for European economic governance set out in the new Stability and Growth Pact need to be decided first.
The European bailout mechanism “refers to the parameters set out in the old stability pact”, argued Meloni.

“It is not useful for anyone to pose this question now, we cannot discuss it until we know what the framework is,” she insisted.

Italy has been under mounting pressure to ratify te treaty for the new ESM amid concerns about budget sovereignty and claims the fund should also be used for growth.

Earlier on Friday Eurogroup President Paschal Donohoe said he understood that “this is a really sensitive political issue and a problem for the Italian parliament, but the priority that we will all have to address if the treaty is not ratified is that no country will be able to access (the ESM) in the future if we are in a crisis situation”.

Italy is the only country not to have ratified the treaty.
Meloni added later that the issue is up to parliament and not her.
